Rudolf Popper came from Vienna, studied at the lithographic institute, and was accepted into the painting class due to his great talent. As an Austrian citizen, he was interned in a monastery in Corsica and, after returning to Vienna, was expelled to Czechoslovakia. He had ancestors of Jewish origin, and the Nazis banned him from all activities and destroyed a large part of his work. He lived and worked mainly in the Ústí region, where some of his landscape studies originate.
